Circuit layout schematic and PCB Design that includes an isolated DC power supply and a few relays

Job Description:
I would like a design, preferably in EasyEDA that can be created and assembled by JL PCB (or somewhere similar if you know of a better solution). The board will need to include pin headers to plug in an esp32 dev board as well as a raspberry pi zero. The i/o on these boards are then used to control a relay and a few other simple devices that use the i/o. There are a few incoming connections like a usb serial connection, power, and wires that the relay shorts.
I will need some advice on the best/cheapest way to handle some of the functionality, like whether we should just put pin headers to plug in a pre-fabbed unit or build it into the board.
Please provide at least a ballpark amount that you charge for these kind of projects and then we can discuss in more detail before settling on a figure or going with an hourly rate.
