Build pdf security software

We are from One small town in pune. We write our old pothi/books in digital format like pdf , epub, azw3. So our main purpose is to keep the security of digital files. This will include 1) user should not forward the pdf files to other 2) specific users will access the pdf files. Etc.

With the availability of Camera phones, screenshot software, this is not possible to implement. You can restrict ALL screen captures in a PC, lets say. But you can't control Smart phone captures. My 2 cents
