Modify a PERL app that administers a multiple choice test

Hello,
I would like to add a functionality to a PERL application that I have used for 15 years.
The app administers a multiple choice test to a user and sends out 2 emails with the scores on the test. Each user has a unique password. I would like to change the program as follows.
Add a time limit so that user has a certain amount of time to complete the test. (Probably 30 minutes.) After that time limit, the site: (1) tells the user that the time limit is up and (b) processes the results. After that time the user cannot change answers (e.g., by using the back arrow and resubmitting) and cannot use the password to access the site again.
Attached are the two perl programs that implement this application.
(I have just bought a new URL. I will have to put some HTML pages there that are used with these programs. Also, the grading of the test will change with this new URL. So we will need to be sure we do not both write to this site, over writing each other's work.)
