Auto local calling system

Greetings.

We want to provide auto response or dialer system. For local calls

NOT international calls.

I will explain the process. I want our customer to (send sms or call) land line and hang up the land line will call them back and tell them to enter the phone number they want to call when the customer enter the phone number the land line call it and join the two parties together.

I will explain it in steps:

- Caller calls a land line (it's not a virtual number) or send sms.

- Land line call back the land line(in sms option call the caller and receiver)

- The caller will her a vice tell him 2 things

1- The amount of credit he has(if he is a monthly subscriber he will her nothing in this stage)

2- A voice telling him to enter the phone number he wants to call.

- The land line will call the receiver number and join the two calls together.

The land line is ODB – telephone switchboard. And it has around twenty lines. If all the lines are busy or the receiver line is busy, the auto dialer will try several times.

System should contain all the following and any other system we might need to operate the system:

- Prepaid calling card management.

- Consumer billing system.

- Whole sale billing system.

- Call rating based on plans/packages.

- Real time monitoring for all outgoing calls.

- Account blocking.

- Call back application. Sms and direct call.

- Server if needed.

Our customers can pay us through the prepaid card (that we will generate from the system) customer will pay us through:

- Call the land line(if they have no account the land line will give them auto response to enter the details of the prepaid card - user name first and then password) the details of the prepaid cards should be only numbers.

- Each account created will be assigned to the mobile phone number of the caller. So if the caller call the (land line) the system will automatically recognized if the caller have credit or he is monthly subscriber or he don’t have account or credit. And if he don’t have account or credit the system will ask him to enter the prepaid card if he want to use the system.

- We have two different customers. Pay per minutes and monthly subscribers.

Plz give me your feedback and any suggestions you might have to improve the system. Also I am expecting a diagram showing the whole process so we can see you understand the process.

Plz give us detailed quotation with time limits. And full explanation for the components that you will provide.
