Instagram integration with website (open & share picture )

Dear Developers We are looking to talent developer who is team player to works with us in order to integrate Instagram to our website We are having our own system (web server + website) that offers personal video & picture gallery. We are looking to develop integration to Instagram which enable the following: 1. Post user picture from our website to his/her Instagram 2. Open Instagram app by URL link from website (when user use smartphone) and forward the picture in order to be uploaded (similar to "SHARE ON INSTAGRAM" option inside other application) Just pre-note here, we're particularly serious on time frame, and are looking for long term working relationship, as i am sure we need the same developer to upgrade in future, hence let me know your best budget and time frame for this project to be complete.
