Send each line on an excel spreadsheet as individual emails to my email address

I need a simple software or website that will take my excel spreadsheet of leads, and send each line as an individual email to my email address, about 2 minutes apart from each other.
This is an ongoing process and is used by a few of different people so it will be important that i can create each user with their own delivery email address, then each person can login to their own account to upload data.
Each excel file is different so it doesn't have to follow a specific format and it shouldn't include headers. Each email should just be a list of each row for that line.
