Web services REST API and PHP

Looking for an excellent developer who has REST API, PHP and knowledge on how to set up code to allow two different web services API's talk to each other. The system we want to build will allow a user to login to one SAAS solution and pull data into it from another SAAS solution via the REST API's. Coder must know how to set up connecting php code on Amazon Web Services.
