Online Vehicle Marketplace

We need a website to be built for online vehicle marketplace for used and new cars. People will have to create an account (username and passowrd) register in our web so they can give an announcement for their cars to be sold. The design of the web is not so important but it should be at a normal level and may be changed by our designers later, the most important part is the coding part, it should work properly. The site will be working with payments so the user that will register they have to give their mobile number so the mobile operator will take a sum from them (like 1-2$) for registering in our web.
