Drupal Expert for Site Loading Optimization

The site experiences intermittent loading issues, here are more details: Web Server: Server OS: FreeBSD 5.4-RELEASE-p1 Web Server Version: Apache/2.2.11 (Unix) PHP : 5.2.12 APC Database Server: Server OS: Linux DB: Mysql 5.0.45 Typically the load on the web server averages 2, however every now and then it spikes to 25 and when this happens the site loading decreases to 15sec, which typically is about 5sec. So the loading time on the site can be stable.
