PHP: page to check update on list of blogs from database

I will have a database of blogs. This database(table) will have fields for blog's URL, feed URL, URL of a custom image for the blog, Anchor text. 1. I have URL of all my RSS feeds in my table. 2. Every 30 minutes, the code checks for updates in each RSS feed that I have in the table. 3. The most recent 100 updates are displayed as 20 links per page through five pages; 1-20, 21-40... 4. Say out of the 1000 feeds in the table, 50 have updates in them over the past half-hour. So, these 50 are displayed based on freshness, and this is followed by 50 recent blogs from the list generated in the previous 30 minutes. 5. You may see a sample of what I mean at [login to view URL] As of now, the updates are to be every 30 minutes. But however, I would want to change that to less or more depending on my requirements. So, please provide enough *comments* in the code to tell where to change what. I have already found a basic logic for the code at [login to view URL] I have given you even the logic of how to proceed. Just would like to see it translated into PHP..
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Win XP, Linux I am not very sure if this is a criteria for this project. Do let me know if it is.
