Hi, I'm a flash programmer looking for a new project and your's seems different that the ordinary ones posted here, would like to talk more ans maybe have a go at it if you are really serious in getting it done. I don't want to use red5, a custom php socket server will be faster to develop and more custom made to the project. Since you will provide all the graphics and assets an I will only take care of the programming I am interested. It might seem high but your budget in not realistic for this kind of project, maybe you will attract individuals that have not done this sort of things before and not familiar with the amount of work and design needed.
