New layout for my joomla portal

Hi, i've an already made portal in joomla 1.5 i need to convert in 3.2. I already have the template and what i need is an expert that put all the content in correct way on the pages to give a good experience to the final user about the navigation. Need to have the expert always in contact to communicate to have idea and discuss. The expert that we are lookin for is a person that will keep the work on charge and give us solutions. Of course he have to know all about joomla and have to be able to present different solution live on our test website. All the work have to be ready for the end of this mounth. We will keep in consideration providers that give us some proof of their ability. Aslo some designed draft will be considerated. Our policy of payment is: the provider start the work, we will escrow step by step the money then just at the end we will release all the payments. No problem about the seriously of us as buyer. You can see the feedback, but we are looking dfor people that dont look just at the money, essentially a felxible provide.
