to fix picture upload process for the website

I have an FSBO(for sale by owner) website [url removed, login to view] It's been online for a few days but hasn't been advertised yet- that's why with empty database.
A user posting his listing is able to upload up to 3 photos that are resized after for webviewing. Currently this feature works only if they are using small size pictures (i wasn`t able to upload a file bigger than 200kb)
What I need is
-ability to upload files up to 3mb (asuming people are using big size digital images)
-reflect the upload process (like a bar showing file transfer) so that users don`t hit any buttons.
from what I know Java programming is required and the design studio that created the website is unable to provide it and I got kind of tired correcting their mistakes. They are still correcting couple minor problems but the site will be available soon.
