Image, video and Text editing tool and database application

I need a web tool for multimedia editing. Should be high quality, efficient, and fast. I need someone who is skilled to do such project an has done similar project. Please provide reference work while bidding. Requirements - 1. A web page where I can upload my image and review it. 2. Support for different size of images 3. Support or resizing the photo 4. Edit photo for basic stuffs such as crop, adding text, adding hidden text, placing text to any location, editing text in the image such as font, color, etc. 5. Support for creating hot spot in an image by using brush and drawing any polygonal shape. Store the region in the database. 6. Support for merging two images such as side by side, upside and downside. 7. Support for uploading multiple images and editing it. 8. Support for a feature where an image is linked with a slider. If a slider moves to certain location another image pop ups within the image. The popup image has to be stored with the image. For example, I uploaded an image and then drew a circle over the image and wrote something within the circle. After this, the circle and text gets hidden. Now if I move slider to middle location, that circle and text appears over the image. Slider location where that circle appears should be user input 9. Any image editing information to the original image has to be stored in a database 10. I should be able to review any image by querying the database 11. Support for putting some text or image in the video and the location where some text or other image should appear in a video should be an input. I liked [login to view URL] web tool to do some web editing of pictures but that was very slow and didn;t have much feature. I want faster but similar user friendly interface. Should be web 2.0 quality.
