Update Joomla template for business website (not e-commerce , just company portfolio site)

The site is made for a company which gives outsource RND work and local program and project management. Thus bringing the best of all world to customers saving the immense amount of money and management efforts. Local engineers are the best from the best universities bringing lots of technical know-how , and great technical skills. The attention to each customer is dedicated and he gets local contact in his own time zone. The audience are all entrepreneurs who would like to implement an idea (iphone/android application , web app , etc...) , Business owners who want an internet site/improve an internet site , people who need a logo design , people who want SEO services , etc. In addition the audience will be RnD managers in enterprises who want to off-shore some of their work. The site will be have 2 locales :US/Israel - hence , The US site will have content in English and the Israeli site will have content in Hebrew. The code should be build on HTML5+JQUERY+CSS . The site could be based on template and not necessarily built from zero. The design should be clean,highly asthetic and not leave space for ads. Functionality - it should be very clear to the user how to get to the Contact us section , and how to leave his details. The goal of the design is to be catchy and nice,playful and dignified so that the user will be glad to leave his details. The programmer/designer should be HIGHLY responsive , and very attentive to the employer's needs and wishes. On the other hand he is expected to bring up suggestions of his own regarding the site design. some of the content (photos) I would expect to come from the worker side.
