The two attached files explain how the program works and what is needed. The excel sheet is the actual program the word document is the explanation.
There will be some manual input fields which will just be basic dropdown fields and then the rest of it will look up the various different cells and sheets in the excel file to get the required finished output.
For example you start in cell G16 and chnage a value in here this then changes the value in B23. The row of data on line 23 is the final outcome.
Our site currently works via php and mysql but I am not sure what would be the best program to create this in; I will leave that up to you.
