i need a wordpress article submission/competition module written.

My budget for this is $50 to $75. Please do not bid more unless you really think you have something special to offer.
Briefly mention in your bid how you will go about it. I ask this only to be sure that you know what the project is about. Mention the word 'pineapple juice' at the start of your message so i know you have read the project details.
I want to set up an article competition in wordpress, would work like this.
(1) Admin creates an article competion.
Competition will have title, and a description.
Once the competition is created, the code for the competition is placed on page.
Visitors to the site can will access the page, read about the competition and then press then “ENTER Competition button.
Entry will then be by a form with the following fields
article content ( allow simple tags, <p> <br> <b>. I want the text entered to save paragraph formatting, not come in in one big block of text.
Link to our site field(stating that writers who also link to our site get a 50 vote bonus. It’s not compulsory to enter, but if they can, its gives them a head start in the voting.
(3) Entry Management
Entries will be saved as child pages/posts of the page/post the code is on.
They initially be saved as drafts.
Upon submission, and email goes to admin to approve the entry.
The images needs to be inserted into the blog post.
Upon approval an email is sent to the entrant stating their entry is live, and they are now in the mix to win the monthly prize.
(4) Determining the winner.
Winners will be chosen like this.
a. No. of Facebook likes, plus number of votes, plus 50 points if the person entering the competition can add a link from their blog or website. its an automated procedure where at the end of the month the winner is selected by the application.
(2) Link validation.
Link can not be from facebook
Link can not have rel=”nofollow” in the href.
A check of the page with the website link needs to be done daily by the website.
I’d prefer it to be built as a plugin, but it need not be.
