Joomla Site Developed From Template With Some Backoffice

I need a Joomla Site developed. It will also need a custom user registration system with data / file storage. When submit a claim is clicked the user will need to be directed to a login page with the option to register if they do not have a login. There needs to be a box where admin can make notes on the bottom of that page. I would like you to use a bootstrap for the backoffice to make it look nice.
