Migrate C# project to PHP. Need strong WS and SOAP skills.

We have a reference application written in C# and VS9 that interacts with 3 web services, registered via standard Web Service References. We need the application core functionality migrated to a PHP class or set of classes that perform the same operations.
The project contains three Windows forms but we are not interested in them at all. It will suffice to have either a) a PHP interface or b) a test PHP script that demonstrates the operations are executed successfully.
The application uses WS-Security and Blob storage.
The attached file contains two zip files, one contains the project to convert and the other has some reference files and files used for the tests. The project and available documentation is all in Spanish, so it may be required to understand it.
