Develop Messenger service Skype

Hello, I want to develope a site wherein users of Skype can log in a use the skype features. Something just like [login to view URL] or [login to view URL] Now the features of the online messenger should be the same provided by skype . A user should be able to make calls refill his account etc. Only what is going to be there is when they log in their login information such as user name and email address has to be recorded one time . the user should fill out a form and will have to pay a one time fee every month he uses the site . thereafter he can just login and start using skype for the rest of the month that he has payed for. Once the month ends and he logs in the next month again he should get a page where he has to pay via his credit card .There should also be an option to pay one time for the whole year if the user will be regular. As of now the payment part is not that imp. even if you can develop the initial part of the site. you can give your bid. IF YOU HAVE ANY SUGGESTION THEM PLS DO NOT HESITATE TO IM ME . I AM LOOKING FOR PROGRAMMERS WITH PAST EXP IN THIS TYPE OF PROJECT AND WILL HAVE THEM ON THIS PROJECT ON A LONG TERM BASIS .
