40871 Basic Membership Site

Hello Programmers, I am looking to create a very basic Membership Site. There will be two different memberships based on Gender. Females will be able to SignUp for Free and Create a Personal Profile w/Pictures. When Signing Up Females should also receive a Referral Code to be able to refer people to the site. Female Profiles will have to be approved by the site admin before going live on the site. Males will have to pay to create an account and they will only receive a Username/Password. They will be able to browse the Female Profiles based on Age, Sex, Location, Etc. Females who refer people to the site will receive %50 of the Signup Fee paid by the person the refer. The other %50 will be mine. Admin Section will need to include all basic functions to properly run this site. Add/Edit/Delete Pictures, Profiles, Accounts, etc. This is a very basic site and should not take long to create. I would like to have this finished ASAP.
