I'm no longer open to teaming up a couple of guys simply because it seems to increase the costs, and makes it very complicated to coordinate the work of 2-3-4 guys working across the globe on one project. GPLed components are Okay. I do not have a prototype yet, but I do have a complete and clear description of what functionality it should have, and what internal logic it should have. Develop a subscription system with two categories of users: ones that can post documents, and the ones that can receive these and other documents by subscribing to the system. The whole thing operates now without a good web interface integrated with the database. Government employees shall have the ability to submit documents (the submission system needs to be format transparent) into the system. Their accounts will be free, but also password protected. Upon submission they will be required to choose classification or category of the document they submit (there should be a choice of two kinds of classifications). The subscribers shall have accounts for which they will be required to pay annually. There shall be roughly 6 types of subscription. The subscribers shall have the ability to upgrade their subscription level. Upon registration they shall be required to fill out form with various information. I do not need flash stuff here. It needs to be more or less bobby compliant (no extra gimmicks). It must be compatible with both IE and Netscape. You need to develop front end, back end, templates. I will do all the system setup, including database configuration. I will help to parse code, and to do little things like apache configuration, and such. I'm amenable to give an annual subscription in exchange for this job. Details will be provided to the chosen developer(s). Anything but PHP will be considered. Use of ANSI C or mod_perl with XML is strongly preferred. I understand, it is not enough to make a bidding decision with an exact estimate. Let's discuss. Acceptance of the resulting system will include testing by Nessus and other tools on the subject of vulnerability.
