Mobile Phone application and php Site

I am looking for a coder to help me develop an application that will run on as many mobile phone operating systems as possible as an application (**ie. not through the browser!**), and on desktops through the Internet browser (all known versions of IE, FF, Chrome, Safari and more). The successful bidder will create the server side application (php and MySQL) and one or more mobile operating systems (iPhone, Windows Mobile, Palm OS, RIM, LiMo, Android, Symbian etc).
