Clone a Script which Involves PHP & MySQL

I bought a Linux-based script which allows any website visitor an opportunity to leave feedback about an article or webpage. I want a programmer to clone the script and add another critical feature which is rating the content on a scale of 1-5. I totally respect another person's copyright so the script will need to be changed enough that I don't pose anyone problems. It's a PHP based script that uses a MySQL database file to store a visitor's feedback. Another element of this script is the ability for the installation to be seamless and quick. Right now, the script I have has too many requirements and could pose problems with an inexperienced webmaster so this is the other requirement. Last but no least, I am only seeking a programmer that has PROVEN feedback from GAF. If you have no feedback, I would suggest locating another project to bid on since I will only consider a programmer with a positive GAF feedback. Even better, I have other programs that I want to be developed so this could be something that could transpire to a long-term arrangement.
