MySQL error - Website update

I have a site that worked perfectly for 3+ years - about 3 weeks ago the mySQL started throwing an error:

Warning: mysql_pconnect() [function.mysql-pconnect]: Client does not support authentication protocol requested by server; consider upgrading MySQL client in /home/dir/public_html/Connections/[url removed, login to view] on line 9

The error seems to be related to some type of upgrade on the server - trying to run mySQL commands to update the password gives an error :

#1142 - UPDATE command denied to user 'xxxx'@'localhost' for table 'User'

I need someone to fix this and get the site working as before. One capable coder said it was a hosting/server issue and can not be fixed unless access to the server is granted. I need the site rebuilt to work with the new mySQL or moved to a site that supports whatever old password functionality my current site uses. I do not need a new application developed or a new database - I need the current one to work as it did 3 weeks ago.
