Financial Debt Reduction Software - Web Based

My organization is one that promotes financial literacy and education and investments with local churches and organizations. My group has been approached many times about adopting a time tested paper based system into a software program. This software needs to be one that can take in all of someones consumer based debts, interest rates, creditor and create a financial plan that will tell the consumer which debts to pay first and how to snowball their money to get out of debt faster. This program will need to be web based, as we will need to make it eaily distributable online. This will allow users to register and save their profiles and information. We are looking to develop this in PHP and MySQL.
