I need to develop a .NET windows forms application in either C# or VB.NET (preferred) that has the following characteristics:
1. It will ask for the user to specify a file (txt, cvs, or other to be specified)
2. It will grab the information on that file (which may be comma delimited, or tab delimited, to be specified)
3. It will write that information into a MySQL table

Those are the general requirements. The specifics are:
* It will have a typical menu on top (File|Settings|Help).

* The File menu will have Open, and Exit.
* When a file is browsed and selected, the application must read the contents from that file and store them in a DataSet so it can close the file and keep the DataSet in memory for a few operations before saving
* The operations it must perform are the following:
* It must scan the current MySQL table for duplicates based on a key or field
* It must give the user the choice (based on the Preference selected) to replace the MySQL record with new info, to not replace, or to merge and complete missing info, or to merge and replace current info.
* If no duplicates are found, just insert the info.
* The file will most likely have an extra column just for the sake of telling the application how to behave when merging. For Example, if this column holds an "m" means merge missing info, if it holds "r" mean replace, etc.

* The Settings Menu will have "Preferences"
* It will need a setup area or menu item under Settings, that will open up a form to let the user enter their MySQL details (user, host, pass, port, and DB).
* This form has to have a button that "tests" the connection before exiting.
* It needs to show a radio select button, like Google Sync, that enables one of 3 default actions for duplicates when merging: "MySQL has preference", "File has preference" or "Ask me every time"
* The Help menu has Help and About...
* Help just needs to point to a help file that I will write, and put in the directory of the application.
* About will say something like "App, v.1"

I have been getting this question a lot, so in the spirit of clarification: 1. The CSV file is static, and will be made to match the table fields. 2. The thing I'm worried about is sync between file and db, because in file the ID won't match the database ID, so duplicate search must be made from other field, like Name of Passport Number. Sorry if you already got this answer from me before. Thanks
