IB TWS APIs Project

I need a simple project get done. The project description might be unclear and thats why it may seem complicated at first. However, once you understand the project requirements completely, the project itself shud be easy to implement and not too time consuming.
The project needs to be done using "DDA" APIs if possible.
The links for API download and TWS station download as well as documentation are provided in the "Links for [url removed, login to view]" file attached.
"[url removed, login to view]" contains a confusing description of the project, while the "Explanation 2 [url removed, login to view]" contains somewhat clearer description of the project. However, all the questions are welcome.
"Sample [url removed, login to view]" is the file where the client wants u to implement the VBA with IB APIs in order to make the different worksheets work according to the description.
This project is for a trusted client. No milestones or payments will be created until the project is completed, and tested by the client and until the client is happy.
