Basic 14 Page Website Setup

We are looking for a capable person/organisation to setup our new website. We are flexible as to what format it is setup in, however we want to be able to make changes and update it easily once it has been setup.
What we want is:
- A 14 Page website (the design of the site has already been worked out and only needs to be implemented)
- A Logo already designed needs to be made into a computer image.
- A content management system
- 1 page will allow our clients to upload files which will be sent to our email.
- some pages must allow us to receive emails when customers enter queries.
After expressions of interest we will have a chat with suitable applicants to work out details and provide a detailed spec. Successful completion of this project will likely result in future work for version 2 of this site and other projects.
