Convert template to actual website and full development

Hi, I need a website done. Illustrator file is ready. I need someone who can convert it into actual website. My client is really dump with computer but she will manage the website so I need someone who can customise the backend as well. I usually go for Joomla but unfortunately Joomla can't do this so I am thinking of using Modx or Drupal but is up to you to decide what CMS you would use. However, it must be in PHP environment. Don't just send me a template reply as I usually don't read it. I would choice the developer depends on your understanding and portfolio.
