Joomla 1.5 expert (MUST KNOW ENGLISH FLUENTLY)

I am really tired finding people that dont know English trying to explain what i need for my project. I will only accept fluently English speaking freelancers otherwise i dont want to work with you. i just wanted to clear this out, thank you. Now about the project. __________________________________________________ I have created a website and need someone to: 1) Arrange the inside positions of 16 website menu buttons buttons and fix some small stuff on the website that i dont like. 2) Add more information to register/profile sheet and create a simple multi-search engine that finds drop-down and autocomplete words from the users profiles depending on the words they inserted in the profile. CLERIFICATIONS: 1) I dont want someone to create a site and show it to me, just fix my existing site. 2) I could do the arangement myself but i am very busy with other jobs lately. 3) I dont care if you transform existing Non-commercial free to transform extensions as long as you do it cheaper for me.
