joomla setup and design changes

i have made some alterations to the design via a jpg that the client has validated so basically we need the joomla site to look like the jpg. please see the two jpgs attached
notes on design changes :
1) all changes should respond nicely
2) the new menus at the top are dropdown menus on desktop and tablet - for mobile we need a system - lets discuss ?
3) when we go into the pages relating to the top new dropdown menus then the background page color should change slightly to reflect that (but this will require some work in joomla template source later) we can deal with it when things are setup
notes on joomla integration - please use the joomla 3 install
1) this is a multi language site and should have different pages / menus for each language - the langs are FR(default) ESP ENG

3) we dont need to use K2 - it does not seem to be working with the joomla 3 version
