The project is to develop a website that lets English students have lessons speaking with the teacher in a live conference call.
Conferencing software that includes a "presentation" module will be required as the teachers will need to be able to share the screen (not desktop) and presentation with the class (on a whiteboard). The class will consist of small groups or individual 1-2-1 lessons. You will not be required to develop a bespoke solution for this module as several open source software is available. (Big blue button, open meetings, efront, etc etc etc). Providers with familiarity with integrating these API's will be preferred.
All usual backend functions required to run and manage the site will be necessary.
The successful provider will need to demonstrate the ability to interpret business requirements into a full technical specification without being provided one to simply implement. It is essential that the provider fully understands what the business does - and develops the site accordingly. Suggestions / recommendations for best solutions will be expected.
Excellent design capabilities essential for logo, site and user interfaces.
Only providers with feedback, a full online portfolio and those prepared to provide a proposed functional specification for the project will be considered.

An ongoing relationship is sought as many more project require development, and the provider will need to be as autonomous as possible.
