#2 - Need to setup 3 Wordpress Blogs

Hello, I need a person who is very familiar with Wordpress engine, and it's plugins, to setup 3 blogs.
What I need is as follows:
1. Fill the blogs with texts , about 25-30 Pages on each.
2. Upload the banners and fit them to texts which I will provide.
3. Translate the template to specific blog language (German or French in our case)
4. Remove the encoded links in the footer, and add my links
5. Integrate plugins
6. Make dates of the posts random from 2007-2010
7. Add [url removed, login to view]
8. Some other minor tweaks (example: [url removed, login to view], [url removed, login to view])
I can pay up to 20$ per blog.
Former Wordpress experience is mandatory.
