I'm looking for proposals on which programming language to use. I really like powerbasic but vb.net or c++ each has some advantages. Looking for proposals which state language and what exactly is the advantage of using each.
Ipswitch's Whatsup gold is an example of the network monitoring tool. Each bidder please send a resume and simple plan of action including suggestion for programming language; prefer OOP but will consider other languages. Bidders without resume will not be considered. This is a serious project and we will hire someone who has the expertise and experience.

I'm picking a coder almost immediately. I need to know who is available and what are estimates for cost and time.
The software will run on NT, 2000, and XP but will monitor all network devices including tcpip services running on network appliances and unix based operating systems.
