WordPress Customization: RSS content slider

I need a WordPress customization that will pull content from a few RSS feeds (which I will provide) and display the content in a slider. Below you can read the full specification of the project:
On the home page, The News Item Module will display seven (7) featured story sections: Local, Bristol-Warren, Barrington, National, Entertainment, Sports, Finance in rotation (slider).
Each section will have one featured story with a photo (photos from RSS or WordPress media must be automatically resized to fit in the space) and up to four (4) additional headlines for the Local, Bristol-Warren and Barrington sections.
The National, Entertainment, Sports and Finance sections will only have one featured story (these sections have additional stories featured in content boxes described later).
The Local section top story will be the most recent blog post tagged with the category "featured local news" the other four additional headlines will be text only links to other blog posts in the "local news" category.
The remaining sections will all gather links via RSS and will use the most recent feed item as the top story with photo if available.
You can use any existing plugins for this project.
You will work on my dev. server so that the design will match. If required, I can provide a PSD with the full design.
