Create Item In Database if Subscription Is Active

Hey guys,
Fairly straight forward job this one. I need a freelancer to create me a script and cron job that checks each day to see whether a subscription is still active in our payment system. If it is still active, on the billing date for each subscription, I need a payment entered into our payments table to show that payment has been received in our reports.
It's a custom built PHP Script for billing and subscriptions, built from the ground up. So I just need someone to add this function. If on X day X amount of subscriptions are due, enter one entry per subscription into the payments table, providing that subscription is still showing as active.
Need work done ASAP.
