Live TV/RADIO illusion to user.

I have a website in php. what i have already: admin panel from where the admin uploads a video say for 2:00 - 2:30 slot. 30min video. and when a user opens a webpage at 2:15 . the video should seek to 15 minute giving the illusion that it is live on all devices. i need just 2 pages, one page to upload the video in particular time slot and another to play that video.
