I have a project where I need to setup Tabs 3 for billing.

I am getting the platinum networked version.
It requires Windows Server to operate. This can be Amazon AWS, MS Azure, Google computing cloud, or a local it company.
I see here five parts to the problem of getting it setup:
1) The data in transit problem;
Based on what I hear, I have a chosen open source virtual private network software suite. I have found a consultant who is able to take care of this end. I have chosen to use OpenVPN;
2) The data at rest problem;
I want the data to be secure, and possibly encrypted when it is at rest. If the data is secure in transit, but not at rest, it could be compromised. I prefer at least 256 bit AES or higher. I heard that you can sandbox applications. Would this mean that no data flows to any application outside of the VPN, and the user on the other end? Can you make sure, in whatever way that is technically feasible? When the application is active, make sure the data flow is only to and from the application, and not to other parts of the Windows Server. When the application is inactive, make sure that data is locked away, encrypted, until reactivated; can there be an automated script to do this?
I have heard good things about the encryption software names VeraCrypt and TrueCrypt.
3) The server security problem;
We can force the server to talk only to the IP addresses that need to log into the application (4 total). This may or may not prevent
4) The personal computer security problem;
I would say just to do the basics. Update the computer regularly, use good security software like Norton and use a firewall. If the endpoint is compromised, does that defeat the whole system?
5) The storage and backup problem;
I would like geo redundancy and backup. It only needs to be backed up once a day. This might be the best compromise between cost and performance. It would have to be reasonable fast and easy to switch to the backup in case of a disaster at the original server site.
I can either sign up with a cloud service like Amazon AWS, MS Azure, Google computing cloud, or a local it company.
Would you be able to help us get setup and secure? How many hours do you think it will take?

I left the budget at its default, because I wanted to make it a topic of discussion.
