Edit a script written in PHP & Redesign a site

I have already cancelled 17 person who were in my skype list. reasons: Have a big team but team leader don't know anything about coding and need to answer every question after asking his developers. Have good skill but will see project after 1 hour. Have good skill but online 1-2 hours daily or online 10-15 minutes after every 1-2 hours. Have good skill but I don't get quick response while chatting. Have good skill but I don't found him interested enough about my project & etc If you have one of those problem/quality mentioned above then please don't waste your bid here. I'm looking for an individual developer (expert in coding and designing) for my project which details are attached in a file. Teams are also welcome but the team leader (who will talk to me) have to be an expert person in coding. **I want someone/team who can can chat with me from 3PM to 3PM (Bangladeshi Time).
