I am a Windows App Developer and I would like to set up a new Wordpress Site to sell a couple of Windows Apps I've written.

I am thinking of just enabling the shop example in the link above and using with WooCommerce shop plugin.
I also want to implement a license key manager plugin (link below) and then add a C# class in my Windows App that checks its key against the licensing server over the web.
I have access to some C# examples of calling the REST API license manager thingy although I am looking for someone to provide a working example of a basic C# app that connects to the API and verifies key etc. I can integrate in to my own apps, so just need a complete working basic C# example connecting to the site.
The C# License Check routine also needs to be able to work through Proxy Servers (even if you have to specify credentials). I have seen this plugin implemented and that was an issue.. having to add code to handle proxy.
I want a Freelancer to:
1. Set up WooCommerce and help me set up a couple of products to get going and other basic shop settings - I have never setup a shop before although do have some WordPress experience.
2. Install and Configure this plugin - API Manager that provides a license key generator/server - [url removed, login to view]
3. Install and Configure PayPal Account integrated into WooCommerce and test OK
4. Write a basic C# Windows Form App example that checks API Manager and verifies a license key. This C# example must work over the internet and be able to work with a Proxy Server between user and the internet.

Web Shop integrated with PayPal so I can take online payment
User Registration, Purchase, Checkout all working with Email Notifications
C# Windows Example app that verifies license key against site (and can handle proxy server) - I can provide some help here as C# is my day to day language
