Add custom metatag (title, description) to a simply cms

Hi, I have a cms, and every page shows a different content (it shows graphic effects). Every page is created by the cms by adding a specific php page + image. Menu changes automatically. TItle of the page is the name of file of the page (if I add page "[login to view URL]" the title became "effect with blue"). No any admin panel, but is ok for me. I'm able to add pages by myself, but I need to add custom title and custom description to the page. I think this is the easier solution: for every page .php I will add a .txt file , with inside title and description. If the file "[login to view URL]" has the correspondant "[login to view URL]", it will adds custom title (metatag) and custom description (on the page) So, no need to add any admin panel, just modify the .php files that load the pages in order to display title and description (if present, otherwise all remain as now) Hope is clear.
