Arabic Songs' Scales DB

Hi there I am building this project myself, but it's going slow so thought to see how much would it cost if someone else helped or just did it for me! I want to build a DB for Arabic songs. The first stage of the project should allow users to register to a web app, create an account and browse songs based on their musical scales, rhythms, artist and few other attributes. It would be great if users can create playlists that include multiple songs of their choice picked from the DB. There must be admin accounts which have access to an Input/Edit record form, which will allow admins to Add, Edit or Delete new songs, singers...etc If I find the right person and the right offer to create this web app, I do a second project to create a smartphone app to allow users to search for songs based on the already existing DB. Let me know if you're interested and how much would it cost me to build this app. P.S. The DB must accept Arabic and the web app must display it correctly. The preferred Front End technology is Bootstrap and the back-end is PHP, unless if you have a better idea! Cheers.
