Automating web site replication

We are looking for some programming help with a small project.

We have a multitude of web sites that run on apache web servers. When we post a file to a specific directory on one server, we wish it to be copied (by FTP?) to the same directory on each of our other web sites. In some cases the file is copied directly without any changes, while in other cases (triggered by the name of the file) a search and replace needs to be done on the text in the file before it is copied to each of the other web sites. (For example, if a file posted to [url removed, login to view] is copied to [url removed, login to view], then we would want to replace everywhere in the file that says [url removed, login to view] with www.hij.com.)

We envision having a config file that would enable us to add or subtract web sites to the list of sites our files are to be replicated to, along with the search and replace string for each site. The config file would also have a list of the directories that are to be monitored for posted files that are to be transferred.
