Build a Simple IOS Android App for my Wordpress Blog using PHP JS and REST API

Summary: My site is [login to view URL] and I'm looking for a simple app that displays my posts within an app and allows me to put in google ads as well.
Code: I prefer PHP / JS so compiling the app int his language will make it easier for me to make tweaks later.
Code Platform: I prefer to use [login to view URL] (check their site if you need to udnerstand what it does) which makes it easier for me to compile changes. The app should be able to be compiled using this tool.
Design: The app design doesn't need to be fancy. It just needs to pull in my Wordpress posts using the REST API.
Additional: I need push notifications. I would prefer if users could subscribe to the wordpress categories they want to be notified of. Lets say for instance I have the following categories, Coupons, Samples, Baby. A user could subscribe to one, or all three and only be notified of new posts that appear in those categories.
