We are looking to put a site that´s similar to freelancer.com, but to focused on putting in-person micro jobs -or tasks-. There wouldn't be a catalogue of workers per se, but only task browsing (and posting, obviously).
User 1 posts a task, which would be listed and can be filtered when browsing available tasks.
Other users browse tasks, select and bid. User 1 can respond openly to bidding messages and then choose the user they like the most. After accepting, a back-end messaging system must be enabled between them to sort any details for the task. After the task has been performed, both have to declare so (such as in Uber when finishing a trip).
System must be flexible on payment methods but hold payment when tasks are accepted (Escrow system). Payment is released when both parties declare to be satisfied. Handling of any problems (i.e. worker did not show up, poster doesn't want to pay, etc.) can be assessed manually for now but at least future development to have a handling system will need to be possible.
Users then leave reviews as poster/worker and have an independent rating system.
Jobs need to be categorized and/or labeled so user can filter or notified when browsing.
Users need to have a profile where they can upload profile image, description, skills, bio, interests
Geolocalisation of tasks and users is highly preferable
Register/Login must accept social networking and tasks should have social sharing features.
Site can be developed by installing a theme and then producing a Child Theme that would suit the needs, or starting from scratch. Wordpress is preferred as the whole platform has a lot of support and updates.
You will be able to suggest a proper pathway for the development as long as the functionality is there. As far a design it doesn't need to be the prettiest, but speed, scalability, ease of use and functionality are our priorities for now.
Development needs to be handed entirely with complete rights for further edition.
