Clone of Freelancer or Open Source Bidding App for our Marketplace

We want to connect customers with vendors. similar to freelancer but in our different industry of clothing.
We are looking to find someone with an already coded type application and website that will offer us the opportunity for our customers to locate vendors in the apparel manufacturing sector. Ratings will be based on:
1. Production Quality
2. On-Time Delivery
3. Communication
The rest will flow similar to freelancer. although all vendors will have to be first entered into our system and vetted by our team before joining. The coding will all have to be just like this page where all vendors are classified, we will have a place where they can submit complaints or go to arbitration, this same type of system but for apparel manufacturers.
We are looking for an existing platform that we can work around not a project from scratch. Please Message us with what sample work of what you have already done.
It has to be mobile (cross platform hybrid) and desktop.
