CMS needed

Budget $1500-3000 USD

We need a CMS like utopia.de. We will develop the design, flash, SEO etc. We are searching for a professional freelancer who is able to develop a similar project like [url removed, login to view] . Other features like registerd user can upload text, fotos and videos need to be included. The whole project will be developed in German, so it will be preferred to speak German but not necessary.

Time to develop will be around 6 month.. please no joomla or other open source Software. Free snippets can be used but basically everything should be coded from a scratch.
