Debug a website and get it displaying properly

We had our website migrated from a dev's site to our hosting & domain name but there's an error that doesn't allow it to display properly. It's built on Laravel.
A dev who knows what they are doing should be able to install the vendor files easily via composer.
Attached is the error code you get when visiting the site.
I need this site to display properly within the next 4 hours. (By 9:00 PM Pacific Standard Time)
