Developer needed for a SASS shopify-like website project (based on WordPress)

We are aiming to create a website similar to Shopify but on a different niche (not a shop).
The main functionality of the website would be:
- Once the user access the website they can either buy a domain or choose a subdomain for free
- Once they register they will get a 2 weeks free trial that on completion they will need to pay a monthly fee (if the fee is not paid the installation is deleted after 2 additional weeks)
- After registering an automatic customized Wordpress installation will be created on a partition in our server and linked to either to the domain they purchased or the subdomain they chose
- WHMCS will be used on the server side
The Wordpress installation should be modified with the following requirements:
- Admin panel aesthetics should be modified (HTML will be provided) so we will be able to mask that the site is using Wordpress as much as possible (already started)
- Users should not be able to upload their own themes/plugins
- Our own environment where users can purchase only the plugins/themes we allow should be added to backend (possibly replacing the default wp plugin / themes interface)
- Ability for the user to be able to point a domain he/she bought in another hosting to our server.
We will also need:
- Some simple interface where we can see and manage all the installations that we currently have
We need somebody whom we can consult and develop the project. Please include a quote of timing and budget. This is a full-time long term project.
